Atiku targets S/West votes with SGF slot Read more at: https://www.vanguardngr.com/2018/10/atiku-targets-s-west-votes-with-sgf-slot/

The enormous powers of the office An expose on the powers and influence of the Secretary to the Government of the Federation, SGF, reveals that the office is as important – if not more – than the office of the vice president!

Atiku-Abubakar By Jide Ajani Pieces of information available to Sunday Vanguard suggest that the Peoples Democratic Party, PDP, may have zoned the Office of the Secretary to the Government of the Federation, OSGF, to the South-West geo-political zone. Bayelsa receives N24.16bn Paris Club refunds Sunday Vanguard was made to understand that just before the visit of former Vice President Atiku Abubakar, who is now the PDP presidential candidate for next year’s presidential election, to the Abeokuta residence of former President Olusegun Obasanjo, there had been a silent contestation for the slot of the vice president. One of either the South East or the South West was expected to get the slot. In fact, Sunday Vanguard was made to understand that the visit by leaders of Afenifere to Obasanjo a day before Atiku’s visit was with a view to seeking clarification and possibly assisting in influencing the choice of the Number Two pick. Peter Obi Peter Gregory Obi However, after deliberations and the need to further cement the rapprochement between the Yoruba South West and the Igbo South East, it was agreed that the latter should be given the slot. Obasanjo, being a seasoned administrator and having served as two-time head of state – both as a military man and a civilian – was said to have explained the sense in not making too much fuzz about the vice presidency. It was after deliberations that the fears of the Afenifere who had hoped to get Obasanjo’s buy-in, were allayed. Consequent upon the choice of the former governor of Anambra State, Peter Obi, as Atiku’s running mate, Sunday Vanguard was told at the weekend by a prominent Yoruba leader that it is “now our duty and responsibility to go and explain to our people that the office currently occupied by Professor Yemi Osinbajo represents, while good and beneficial, has not been effectively translated into any form of benefit for the Yoruba nation. Some of the so called development or infrastructure going on around the South West were already either conceived or had actually been started by the Jonathan administration before the coming of this administration. It is worse because people perceive that there is a cabal that is not aiding the full functionality of that office”, the leader said. Nigeria Air Suspension: 1st Letter To Fec: What Happened? Continuing, he made it clear that “a leader like Atiku who understand politics, economy and democracy, would allow the occupant of that office thrive, just as the occupant of the Office of the SGF, OSGF, which appears to be what we have settled for, would also do a great job in complementing the affairs of government from the Villa.” Former President, Olusegun Obasanjo For instance, how else would anybody influence policy than when his responsibility is to “ensure the effective coordination and monitoring of the implementation of government policies and programmes for the overall development of the country”., a job description for the OSGF. The responsibilities of the OSGF, are enormous. Specifically the office undertakes the following responsibilities: i) Coordinating policy design and formulation by Ministries, Departments and Agencies for approval by Government; ii) Serving as Secretary to the Council of State, the Federal Executive Council and other Constitutional Councils, which are chaired by the President; iii) Coordinating the activities of Ministries and Government Agencies on the implementation of Government decisions, policies and programmes; iv) Dealing with constitutional, political and socio-economic matters as may be referred to the Presidency; v) Administrative Tribunals, Commissions and Panels of Enquiry; vi) Co-ordinating national security and public safety matters; vii) National Honours Award viii) Prerogative of Mercy ix) Protocol Matters x) Channeling of papers and directives of the President; xi) Processing and granting Government approval for Overseas Tours, Intergovernmental Meetings/Conferences, medical check-up/treatment by Public Officers; xii) Processing requests for Overseas Duty Tours/Conferences including medical check-up/treatment abroad for members of the Judiciary, Chairmen and Members of Statutory Commissions/Bodies for approval by the President of the Federal Republic of Nigeria; *Adebanjo xiii) Coordinating the appointments to Headship of Statutory Bodies, Commissions and Agencies by the President; xiv) Dealing with matters relating to conditions of service of political office holders; xv) Intergovernmental Affairs and relations with State and Local Governments; xvi) Liaison with Secretaries to State Governments; xvii) Allocation of office accommodation to Political Office Holders. In being eminently placed to coordinate and handle all these, should the occupier of such an office not be considered a very important and influential individual? But that is not all that he does. In terms of the structure of that office, there is more. In discharging the aforementioned responsibilities, the OSGF is structured into the following Offices, each headed by a Permanent Secretary. There are six of such offices: *Cabinet Secretariat; *General Services Office; *Political Affairs Office; *Economic Affairs Office; *Special Services Office; *Special Duties Office In addition, there is the supervisory roles that have also been lumped together in that office and the list is legion. The following Parastatals/Agencies are supervised by the OSGF: i) Ecological Fund ii) National Poverty Eradication Programme (NAPEP) iii) National Economic Intelligence Committee iv) Presidential Advisory Council v) Code of Conduct Tribunal vi) Code of Conduct Bureau vii) Petroleum Product Pricing Regulatory Agency viii) National Hospital ix) Federal Road Safety Commission x) National Commission for Refugees xi) Nigerian National Volunteer Service (NNVS) xii)Niger Delta Development Commission (NDDC) xiii) South-South Health Care Programme xiv) National Agency for Control of AIDS (NACA) xv) National Lottery Regulatory Commission (NLRC) xvi) Ministry of Special Duties xvii) Secretariat of the Presidential Council (PAC) xviii) Secretariat of the Presidential Committee on National Identification Systems, Consumer Credit and Outsourcing initiative xix) Galaxy backbone xx) National Identity Management Commission, NIMC xxi) Christian Pilgrims Commission xxii) National Hajj Commission Whereas it should be stated upfront that these responsibilities and functions are not cast on stone, and may vary from administration to administration, it is still pertinent to point out that in influencing policy and coordinating same, the SGF is imbued with enormous powers which naturally sets the tone and direction of any administration in a manner which should affect, positively, the lives of the people of the country. In agreeing to the arrangement, the South West leaders were made to understand that in giving the vice presidency to the South East, the gesture would be seen as one meant to give gravitas to the push by the PDP to be seen as a unifying party. The unifying role of the “Afenifere leaders is with a view to helping Nigeria out of this current mess”, the old man concluded. 2019: Prophet Olabayo reveals what’ll happen between Atiku, Buhari, how election will end

Renowned prophet and founder, Evangelical Church of Yahweh Worldwide, Primate , has claimed that God showcode-block-2" style="background-color: white; clear: both; color: #353535; font-family: Merriweather, "Times New Roman", Times, serif; margin: 8px auto; text-align: center;">

The cleric called on Nigerians to gird their loins and embark on spiritual exercises to avert imminent danger ahead of the 2019 general elections.
Speaking to Daily Sun, Primate Olabayo revealed that President Buhari would face the toughest challenge of his life in the election year.

He said God told him the election will be declared inconclusive following a serious fight between President Muhammadu Buhari and the presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar.
He said, “For the coming 2019 general elections, it will be men fighting men, and not boys fighting men because Buhari, and APC would want to use power of incumbency to influence the elections, but Atiku will not agree. They are going to fight each other, and the elections will be inconclusive.
“We are in a very serious situation that requires prayers and fasting. To avert looming crisis, Nigerians should pray and fast between November 1st and 3rd to seek the face of God.

“With prayers all things are possible. We have to pray for peace, unity and progress of our nation as 2019 elections approach. In 1993, I was the first prophet to reveal that the late MKO Abiola would win the election but that he will not be allowed to take over and that in the process there will be problems, which will lead to his death.
“Also during Yar’adua/Jonathan’s time, I told Nigerians that God revealed to me that Yar’adua would die from his sickness and that Jonathan would become President in spite of stiff opposition that will come from certain quarters.
“Even during recent elections in Ekiti, and Osun, I told APC that if the party presented Dr. Kayode Fayemi that APC would win the election and it came to pass that when APC fielded Fayemi it won the polls.
“I also remember prophesying to the nation long before the last governorship election took place in Anambra state that God revealed to me that Governor Willie Obiano would win the election, and it also came to pass.
“Whenever God speaks through His own prophets it must surely come to pass. However it is quite unfortunate the way some people are going about prophesy nowadays.
“Look at how some prophets have been talking about Saraki, that he will be President, I just shake my head.
“What Nigerians don’t know is that some of these politicians, especially when they are looking for certain positions they look for a prophet, and give money to such prophet, and the prophet who has been compromised will now be giving positive prophecy about the man, saying what God has not said about the man.
“These prophets will be deceiving Nigerians talking about the man who gave them money as if it is God that asked them to talk about the man.
“Saraki’s father was my friend. But Saraki, the current Senate President , God didn’t send me to him. I knew he would not be President contrary to what some prophets have been saying about him that he is the best material for the Presidency.
“Before the PDP’s convention where Atiku Abubakar emerged as the PDP Presidential candidate, God revealed to me that Saraki and others are going nowhere, and that it is Atiku tha would clinch the ticket, and I passed the message across, even this I told some members of my congregation.
“Eventually, Atiku Abubakar emerged PDP flag bearer. For God has not told me about Saraki becoming President for now, and I serve a living God who never fails.
“We need to pray against series of crises that may plunge this nation into bigger problems.
“Nigerians should get this message now. Henceforth, it is no longer going to be business as usual in the nation’s political landscape.”

Making Sense of Nigeria's Upcoming Presidential Election

Supporters of President Muhammadu Buhari rally in support of his administration as police officers look on, at the Unity fountain in Abuja, Nigeria, on August 11, 2017.
Nigerian society and political behavior at all levels usually is shaped by patronage and clientage networks. Politically, there are few genuinely independent voters, in the sense that voters in, say, Vermont or Switzerland are completely free to vote for whomever they like. Clients usually vote as their patrons wish, and nearly everybody is both a patron and a client, from the business and political elites to rag pickers at the Lagos dump.

Nigerian governance is determined by bargains between the country’s competing but cooperating elites. Presidential politics in Nigeria occur in the context of two political parties, one “slightly to the left,” the other “slightly to the right.” (The party names change from time to time, but in their present form the two parties date from the 1985–93 military government of Ibrahim Babangida.) At present the People’s Democratic Party (PDP) is “slightly to the left” and the All Progressives Congress (APC) is “slightly to the right,” and is the party of incumbent President Muhammadu Buhari. By law and custom the parties may not be based on ethnicity or religion, which are perhaps the two issues of greatest importance to ordinary Nigerians, severely limiting the parties’ relevance to the general public. Instead, the two parties are essentially elite machines for winning elections rather than advancing a policy agenda, and politicians move easily from one to the other depending on personal expediency.
Formally, a presidential victor must gain at least 25 percent of votes in at least twenty-four of the thirty-six states as well as a majority of the national vote. Informally, the presidency rotates every eight years between the Muslim north and the Christian south, a practice referred to as zoning.
In advance of national presidential elections, the PDP and the APC hold primaries in which their elites . For the February 2019 elections, the APC unanimously chose incumbent president Muhammadu Buhari, while the PDP chose former Vice President Atiku Abubakar. As it is the north’s “turn” to hold the presidency, both candidates are Muslims. Further, Buhari’s vice president and running mate, Yemi Osinbajo, is a southern Christian, and Atiku’s running mate will be as well.
The eventual winner of a presidential contest is usually the beneficiary of greater elite support than his rival. Where there is a broad elite consensus, the run-up to elections and their aftermath are less the occasion for violence than when the elites are fractured. In the 2015 elections, the elite consensus was that incumbent President Goodluck Jonathan had to go; Buhari was the only real alternative and accordingly, he won. No such consensus has emerged for the February 2019 election, and both candidates are strong and well-funded. That would seem to put a premium on which party and which candidate can raise the most money (Nigerian elections ich party is the better organized. Typically, the incumbent, President Buhari, has the advantage, but Buhari defeated incumbent Jonathan in 2015, and therefore Atiku likely thinks his chances are good.
This political model based on an elite dominated, patrimonial society is challenged each electoral cycle by minor candidates who seek to remake Nigerian politics around issues rather than personality, and argue that the elite understandings that govern Nigerian politics must go. There are three such presidential candidates for 2019: Oby Ezikwesili, Donald Duke, and Kingsley Moghalu. All three are southern Christians, and all have had close ties to the United States. Ezikwesili is a Harvard graduate, a former vice president of the World Bank, and a founder of the popular movement #BringBackOurGirls. Donald Duke is the former governor of Cross Rivers state and a graduate of the University of Pennsylvania. Kingsley Moghalu was a professor at the Fletcher School at Tufts University and a deputy governor of the Central Bank of Nigeria.
Critics often say that the Nigerian political leadership is a gerontocracy: Buhari was born in 1942 while Atiku was born in 1946, both before Nigeria became independent. By contrast, Ezikwesili was born in 1963, Duke in 1961, and Moghalu in 1963. Among other things, they represent a generational challenge.

Opposition parties in Nigeria have come together to form a political coalition aimed at preventing President Muhammadu Bahari from winning a second consecutive term in next year's elections.
Thirty-nine registered political forces, including the main opposition People's Democratic Party (PDP) and a splinter group from within the ruling party, signed an agreement late on Monday to form the Coalition of United Political Parties (CUPP).
Kola Ologbondiyan, PDP spokesperson, described the parties' teaming up as a bold statement to demonstrate the "feelings of Nigerians" about Buhari's government.
"More parties will still join the coalition and we will bring up a candidate whose capacity will trounce Buhari's incompetence in governance," Ologbondiyan told Al Jazeera on Tuesday.
We are a nation of 185 million people. No alliance can be 'so many'. Nigerians have already reached a consensus to source for a new president on the platform of the rebranded and repositioned PDP," he added.
But the ruling All Progressives Congress (APC) dismissed the move, saying the efforts to unseat Buhari would fail.
APC spokesperson Bolaji Abdullahi insisted the party remains united.
"We once again reiterate the commitment of our party to address real grievances of our genuine members. We call on them to take advantage of this opportunity while the windows for reconciliation are still open," Abdullahi said in a statement.
"We are confident that no level of gang-up can make our government under President Buhari to waver in its promises to Nigerians to rid our country of corruption and improve the quality of lives for our people," he said.

Internal rift

The formation of the new coalition comes as Nigeria witnesses one of its biggest political re-alignments in recent years.
This has not spared Buhari's APC, as a major block within the ruling party broke away days ago to join forces with the opposition.
The splinter group of disaffected APC members led by Buhari's former ally, Buba Galadima, criticised the president's three years in power as "a monumental disaster".
"After more than three years of governance, our hopes have been betrayed, our expectations completely dashed. The APC has run a rudderless, inept and incompetent government that has failed to deliver good governance to the Nigerian people," Galadima said in a statement.

Opposition

In 2015, Buhari secured 53.9 percent of the votes to become the first opposition candidate in Nigeria to defeat an incumbent at the ballot box. His victory over former President Goodluck Jonathan prompted spontaneous celebrations among supporters across the country.
The president has huge grassroots support. He is also known as one of the few leaders in the country's history who has been tough on corruption.
In April, 75-year-old Buhari announced his plan to seek a second four-year term, despite concerns about his age and health - last year, the president where he received treatment for an "undisclosed "health challenge".
But Buhari's intention to run again did not go down well with some of his political allies, including former President Olusegun Obasanjo who joined the opposition alliance against his candidacy.
The CUPP is expected over the next few months to present a common candidate to run against Buhari. Atiku Abubakar, 71, a former vice president and erstwhile Buhari ally, is the most prominent figure so far to have announced his intention to run in 2019 under an opposition platform.
But some political analysts said it's too early to assess the CUPP's chances, raising concerns about the objectives of those opposing Buhari.
"Do the persons involved in this process represent the best our country can offer? I have my doubts because we have seen same persons manage our affairs since 1999 and their ideas remain the same," saidAchilleus-Chud Uchegbu, a journalist and political commentator.
"They lack ideologies that would build societies. Their ideas are ego-driven," added Uchegbu.

'Not too young to run'

Buhari is the oldest person to lead Nigeria since the transition to civilian government in 1999.
In May, he signed a new bill into lawthat reduced the minimum age for political offices to encourage youth to run for public office. For the presidency, the minimum age was brought down to 35 from 40.
Still, youth activists believe the system is still skewed towards political veterans.
"Same old politicians are aligning and forming coalitions to clinch or retain power in 2019; where does this leave the youth?" Chioma Agwuegbo told Al Jazeera.
"It leaves youths in the political parties making coalitions and making their voices heard like the other members of their party," she said.

Ahead of his election in 2015, Buhari promised to tackle Boko Haram - an armed group that has carried out a deadly armed campaign for over a decade - as well as fight corruption, revive the economy and provide jobs.
Some of the areas occupied by boko haram have been recovered and the group has been largely reduced to suicide bombings and intermittent attacks.
Corruption remains a big problem in Nigeria, perceived by many as the root of the country’s poverty.
Attacks in the oil-rich Niger Delta and resurgence of separatist sentiments, which flared up during early days of Buhari's tenure, have calmed.
There are concerns, however, over clashes between nomadic herders and farmers which have claimed the lives of hundreds and displaced thousands, as well as question marks about whether Buhari is fit to run again given his heath.
Nigeria is scheduled to hold elections on February 16, 2019.

Saudi interior minister slams ‘false accusations’ on Khashoggi’s disappearance

  • News reports about orders to kill Khashoggi "are lies and baseless allegations", the minister says
  • Turkey said on Thursday it had accepted a proposal from Saudi Arabia to cooperate on the investigation
RIYADH: Saudi Arabia's minister of interior, Prince Abdulaziz bin Saud bin Naif bin Abdulaziz, on Saturday denounced the "false accusations" being circulated in some media outlets linking the Saudi government and people to the disappearance of journalist Jamal Khashoggi.
News reports about orders to kill Khashoggi "are lies and baseless allegations", the minister said in a statement carried by the Saudi Press Agency (SPA).
He said the government of Saudi Arabia is "committed to its principles, rules and traditions and is in compliance with international laws and conventions."
Prince Abdulaziz noted that Saudi Arabia and Turkey have agree to conduct a joint investigation and it is important for the media to report only the facts and "not to affect the paths of investigation and judicial proceedings."
"He also stressed the Kingdom's keenness on the interest of its citizens at home and abroad and its keenness in particular to clarify the whole truth about the disappearance of the citizen Jamal Khashoggi," the SPA report said.
Khashoggi, a Saudi national and journalist who had been based in the US, has been missing since Oct. 2, when he visited the Saudi Consulate in Istanbul to secure divorce papers.
Turkey said on Thursday it had accepted a proposal from Saudi Arabia to cooperate on the investigation.
A security delegation consisting of Saudi investigators arrived in Istanbul on Saturday to participate in the investigations.
