Libya was under foreign rule for centuries until it gained independence in 1951. Soon after oil was discovered and earned the country immense wealth.
Col Gaddafi seized power in 1969 and ruled for four decades until he was toppled in 2011 following an armed rebellion assisted by Western military intervention.
In recent years the country has been a key springboard for migrants heading for Europe. Concerns have also been raised over the rise of Islamist militancy there.

IT COULDVE BEEN WORSE.
James is walking on a downtown street one day, and he happens to see his old high school friend, Harry, a little ways up ahead. "Harry, Harry, how are you?" he greets his old buddy after getting his attention.
"Not so good," says Harry.
"Why, what happened?" James queries.
"Well," Harry says, "I just went bankrupt and Ive still got to feed my family. I dont know what Im going to do."
"Could have been worse," James replies calmly. "Could have been worse."
A month or so later, James again encounters Harry, in a restaurant. "And how are things now?" he asks.
"Terrible!" says Harry. "Our house burned down last night."
"Could have been worse," says James, again with total aplomb, and goes about his business.
A month later, James runs into Harry a third time. "Well, how goes it?" he inquires.
"Oh!" says Harry. "Things just get worse and worse. Its one tragedy after another! Now my wife has left me!"
Harry nods his head and gives his usual optimistic-seeming little smile, accompanied by his usual words: "Couldve been worse."
This time, Harry grabs James by the shoulders. "Wait a minute!" he says. "Im not gonna let you off so easy this time. Three times in the past few months weve run into one another, and every time Ive told you the latest disaster in my life. Every time you say the same thing: Could have been worse. This time, for Gods sake, Harry, I want you to tell me: how in Heavens name could it have been any worse?"
James looks at Harry with the same little wisp of a smile. "Could have been worse," he says. "Could have happened to me."

THE WORLDS LEADING EXPERT ON EUROPEAN WASPS WALKS INTO A RECORD SHOP
He asks the assistant “Do you have ‘European Vespidae Acoustics Volume 2? I believe it was released this week.”
“Certainly,” replies the assistant. “Would you like to listen before you buy it?”
"That would be wonderful," says the expert, and puts on a pair of headphones.
He listens for a few moments and says to the assistant, “Im terribly sorry, but I am the worlds leading expert on European wasps and this is not accurate at all. I dont recognize any of those sounds. Are you sure this is the correct recording?”
The assistant checks the turntable, and replies that it is indeed European Vespidae Acoustics Volume 2. The assistant apologizes and lifts the needle onto the next track.
Again the expert listens for a few moments and then says to the assistant, "No, this just cant be right! Ive been an expert in this field for 43 years and I still dont recognize any of these sounds."

The expert throws off the headphones as soon as it starts playing and is fuming with rage.
"This is outrageous false advertising! I am the worlds leading expert on European wasps and no European wasp has ever made a sound like the ones on this record!"
The manager of the shop overhears the commotion and walks over.
"What seems to be the problem, sir?"
"This is an outrage! I am the worlds leading expert on European wasps. Nobody knows more about them than I do. There is no way in hell that the sounds on that record were made by European wasps!"
The manager glances down and notices the problem instantly.
"Im terribly sorry, sir. It appears weve been playing you the bee side."

The Punch reports that the NEC chairman said it is premature to endorse any presidential candidate without knowing his or her manifesto. Yakasai said: “In my opinion, this is not the appropriate time to start making decisions about where the votes will go. Neither of the two candidates has published a clear-cut manifesto or programmes. I am advising that people wait for the programmes put forward by the candidates before we make our final choice.

HAS THE NIGERIAN GOVERNMENT TRULY SPENT 1.7 TRILLION ON CAPITAL INVESTMENT AS CLAIMED BY OSINBAJO? YES
hile addressing people at the 9th Presidential Quarterly Business Forum, Professor Yemi Osinbajo (who is also Nigeria’s Vice President), claimedthat the Federal Government has spent N1.7 trillion in capital investment in two budget years.
“I am convinced that we can crack the jobs problem and we are in the right direction. First, by investing in infrastructure; we are investing more in infrastructure today than any previous governments in our history.
“We have spent so far in two budgets, N1.7 trillion in capital investment – that is the largest in the history of the country despite earning 60 percent less; we are doing far more with far less resources,’’ said the Vice President at the State House Banquet Hall in Abuja.
N1.7 TRILLION IN CAPITAL INVESTMENT IS THE LARGEST IN THE HISTORY OF THE COUNTRY
The vice president said spending N1.7 trillion in capital investment is the largest in the history of the country despite earning 60 percent less.
Since Prof Osinbajo was referring to a two-year expenditure of this current administration, we verified this claim by assessing the budgetary allocation and expenditure of 2016 and 2017. This year (2018) was not included because the budget was only passed a few months ago and technically, has not been spent yet.
According to the Budget Office of the Federatio, the 2016 budget, as approved by President Buhari has an aggregate expenditure of N6,060,677,358,227 (N6 trillion) out of which N1, 587,598,122,031 (N1 trillion) was projected as capital expenditure but the total release for capital projects in 2016, according to the Accountant General, was N1,219,471,747,443 (N1.2 trillion) which translates to only 20% of the total budget size was spent on Capital Projects. Here’s a more visual way to look at this:
In 2017, a total expenditure of N7.44 trillion was passed by the National Assembly, out of which N2.99 trillion was for earmarked for non-debt recurrent spending, while N2.36 trillion was budgeted for capital expenditure, the figure which represents 31% of the entire budget.
According to official documents from the office of the accountant general, out of the N2.36 budgeted for capital expenditure in the 2017 budget, a total of N1.6 trillion was released to Ministries, Departments and Agencies for financing capital projects in the 2017 federal budget.
Going by available data on capital releases for 2016 and 2017, A total of N2.8 trillion has been spent on capital projects by the current government, a figure which is more than the N1.7 trillion quoted by the vice president, so the claim that this government have spent so far in two budgets, N1.7 trillion in capital investment is TRUE.
A previous fact check had also shown that the latter part of Mr Osinbajo’s claim that the capital release “is the largest in the history of the country” is also true if the actual figures (N1.2 trillion in 2016 and N1.6 trillion in 2017) are taken in real value. In no previous year was up to N1 trillion actually released for capital projects in a budget year!
Why I shot Boko Haram inspired movie – Filmmaker Nodash
A Nigerian filmmaker, Adekunle “Nodash” Adejuyigbe, has revealed the reason why he shot a Boko Haram themed movie titled, “The Delivery Boy.”
Shot multiple times in 2015 and 2016 by The Elite Film Team and produced by Something Unusual Studios, the film poignantly situates its theme on the activities of Boko Haram insurgents.
During an interview with PREMIUM TIMES in Lagos on Saturday, Nodash said the movie represents the current happenings in Nigeria.
“I was told not to make this movie,” he said.
“Three of the actors I casted, and the production designer I hired, turned down the project after reading the script. They all agreed it was a good script but they felt uncomfortable talking about the things that, in the Nigerian society, we typically refuse to talk about.”
The movie’s sensitive plot nonetheless, the film earned him a standing ovation during its Nigerian debut at the 2018 Lights, Camera, Africa film festival that ended penultimate Sunday.
According to Nodash, people initially did not want him to shoot the movie with his personal funds.
“On the financial side of things people felt it was crazy making a self-funded movie that would likely not be allowed to screen in Nigerian cinemas. They felt it was more prudent to make the usual slapstick comedies the Nigerian film industry (Nollywood) was known for.
“But these are the exact reasons why I felt it was important to make the movie. I believe one of the main purposes of Art is to ‘tour guide’ the audience through ideas and places that they normally wouldn’t dare explore. I also wanted to present Nigerians/ Africans as I saw them.”
The movie follows the story of Amir, a young orphan raised in an extremist group who runs away on the eve of a suicide mission, taking his bomb vest with him. He has a mission of his own. On his way, he runs into Nkem, a young prostitute escaping a lynch mob for a crime committed while trying to get money to save her dying brother. Before the night is over, they traverse the underbelly of the Nigerian metropolis as they search for their identities, their stolen pasts, money, and any semblance of peace they can find.
Their journey takes them through the underbelly of the city exposing the hidden backside of the African society and its dangerous culture of silence in the presence of evil.

Explaining why he chose to cast a teenage orphan boy to play the lead, Nodash said it was based on his artistic judgment.
“People have different theories as to why a young Nigerian would willingly wear a bomb vest and blow himself/herself up and The Delivery Boy is my presentation of another possible theory. It is a theory that places the responsibility for this menace, not just on a few people, but also on the shoulders of every member of the Nigerian/ African society.
“A few years ago, Nigerians woke up to the reality that there was a terrorist group operating within the country and that some of their suicide bombers were Nigerians. Most people found this strange because Nigerians are regarded as some of the most self-preservative people on the planet. So why suicide?” he explained.
The filmmaker also added that the film seeks to answer questions like, “Who is responsible for creating these monsters that haunt us? And how would this story end?
Nodash is known for his unusual story telling abilities and his unique style of capturing images. He was the cinematographer in the movie “The Encounter” a short film based on true events, which won the Special Jury Recognition for Short Film at the African International Film Festival.
In 2016, he was also the cinematographer for Silence (2016), Gidi Up (2014), Season 3 and a Nollywood movie, “Isoken.”
Sen. David Perdue rips phone out of student's hand as he's asking question
Georgia Sen. David Perdue has stirred up a host of new questions after he appeared to dodge a college student's inquiry by ripping the student's cellphone out of his hand in the midst of a video recording.
The GOP senator was at Georgia Tech on Saturday to campaign for Georgia gubernatorial candidate Brian Kemp when he was approached by a member of the school's Young Democratic Socialists of America chapter and asked about tens of thousands of voter registrations that Kemp, as the current secretary of state, is refusing to process.
The student in the video can be heard starting to ask Perdue a question, but he's cut off before finishing.
Nonetheless, the Young Democratic Socialists of America at Georgia Tech lashed out at the senator.
"Senator Perdue will quickly endorse racists for the governorship, but ask him why and he'll steal your phone," the group wrote on Facebook. "He's a coward who's afraid to answer questions from students, citizens, and constituents."

Abrams accused Kemp last week of refusing to certify 53,000 voter registration applications to "suppress the vote for political gain and silence the voices of thousands of eligible voters -- the majority of them people of color."
The Lawyers’ Committee for Civil Rights Under Law filed a lawsuit over the uncertified applications on Thursday.
"Georgia Secretary of State Brian Kemp has been a driving force behind multiple voter suppression efforts throughout the years in Georgia," Kristen Clarke, president and executive director of the Lawyers’ Committee for Civil Rights Under Law, said in a statement last week. "If there is one person in Georgia who knows that the ‘Exact Match’ scheme has a discriminatory impact on minority voters, it’s Brian Kemp because we successfully sued him over a mirror policy in 2016."
Kemp has said those voters can still cast their ballots at the polls on Election Day with a valid ID and accused Abrams' desire to avoid that as her encouraging undocumented immigrants to vote. Kemp released a statement about the lawsuit on Sunday afternoon.
"Stacey Abrams lied about voter suppression in Georgia to motivate her base of supporters," Ryan Mahoney, Kemp's communications director, said in the statement. "Now, she is demanding voting rights for illegal immigrants in the November 6th election."
